How can the water scarce Middle East and North Africa region develop strong strategies that adequately address challenges, build resilience and respond to the growing (climate) migratory flows of the coming decade? In this new HCSS Snapshot, assistant analyst Theresa Fleitz, strategic analyst Irina Patrahau and senior strategic analyst Laura Birkman analyze the case study of the 2013 Syrian refugee crisis in Jordan to draw lessons learnt for future-proof adaptation measures to address the twin-challenge of increased migratory flows and rising water scarcity. Since 2013, approximately 1.3 million Syrian refugees migrated to Jordan leading to an significant increase of water stress by up to 75%. In its attempt to adjust national plans and strategies to the new population size and amplified water scarcity, the Jordanian government successfully advanced national development. However, while the high level of governance centralization allowed for fast measures at the national level, it hindered the forming of effective local and context-specific response mechanisms. Despite the large local impacts, local stakeholders were sidelined in the forming of the response. From a security perspective though, the local response is central to the mitigation of conflict risks such as inter-communal tensions arising from the increased scarcity of available water resources. These findings indicate the necessity to prioritize the tackling of challenges and capacity building at a local community scale. HCSS is very proud to announce that Jeffrey H. Michaels has joined us as a (non-resident) Strategic Advisor in Defence and International Security! Dr. Michaels is the IEN Senior Fellow in American Foreign Policy and International Security at the Institut Barcelona d’Estudis Internacionals. He is also a Visiting Fellow at the King's College London Centre for Science and Security Studies and the University of Oxford's Changing Character of War Centre. Earlier in his career he was served as an official with NATO and the United States Department of Defense.Together with HCSS director of research T. (Tim) Sweijs he is the co-editor of "Beyond Ukraine: Debating the Future of War" (2024). His research covers the fields of war studies, nuclear strategy, deterrence, U.S. foreign policy, NATO, intelligence, and Cold War history.On joining HCSS, Michaels says: “In this period of large-scale war in Europe, centres of strategic studies are needed more than ever. It is a great honor to be affiliated with HCSS, the leading centre in the Netherlands. I look forward to contributing to their research in the fields of Transatlantic security, deterrence, intelligence, and the future of war.”

De grote geopolitieke uitdagingen rond China zijn bij uitstek een zaak voor de NAVO, zegt CDA-Kamerlid Derk Boswijk in gesprek met HCSS directeur onderzoek T. (Tim) Sweijs in de BNR Nieuwsradio podcast De Strateeg. Als we de Azië-Pacific volledig aan de VS overlaten, hebben de trumpisten alleen maar meer reden om zich terug te trekken uit Europese conflicten, zoals de oorlog in Oekraïne. ‘Europa is fysiek dichterbij, maar we kunnen niet zeggen dat we niets met China te maken hebben,’ aldus BoswijkOok Tim Sweijs voorziet dat een oorlog tussen China en de VS ook directe repercussies heeft voor de Europese veiligheid — zowel door Amerikaanse troepen die zich terugtrekken als in economische zin: ‘De hoeveelheid goederen en directe buitenlandse investeringen die door de Chinese regio gaan hebben gigantische consequenties voor economische welvaart.
