On July 23rd, HCSS data scientist Maarten Vonk presented his research at the International Conference on Information Processing and Management of Uncertainty in Knowledge-Based Systems (IPMU2024) in Portugal. In his peer-reviewed paper, “Optimizing Causal Interventions in Hybrid Bayesian Networks”, Maarten shows how heuristic optimization can be used to retrieve policy-interventions using a discretization and knowledge compilation approach. The paper is the product of a successful collaboration between the Natural Computing group of Leiden University’s Institute of Advanced Computer Science (LIACS) and the Hague Centre for Strategic Studies (HCSS), aiming to use Natural Computing’s optimization expertise for policy development purposes. In addition, the theory research group of LIACS helped by providing a framework for dealing with the computational challenges involved.Causality is increasingly integrated into decision-making processes. Often, the goal is to optimize over causal interventions to achieve specific policy objectives. However, research into causal optimization has bifurcated into either the online optimization of interventions in causal models or the offline optimization of decision rules in causal influence diagrams.Vonk introduces an approximate method for offline optimizing interventions in arbitrary hybrid Bayesian networks using observational data. The optimization problem is approached by compiling discretized Bayesian networks as binary decision diagrams, whereafter running interventional queries is very efficient. This efficiency is exploited by running heuristic optimization algorithms to optimize over the interventional queries. By running experiments on a variety of large hybrid Bayesian networks, Vonk demonstrates the practical utility of the method and discusses policy relevance.Congratulations to Maarten and contributors Diederick Vermetten, Jacob de Nobel, Sebastiaan Brand, Nino Malekovic, Thomas Bäck, Alfons Laarman, and Anna Kononova, for your contributions to quantitive policy-analysis!https://lnkd.in/eymYBGzB

How can the water scarce Middle East and North Africa region develop strong strategies that adequately address challenges, build resilience and respond to the growing (climate) migratory flows of the coming decade? In this new HCSS Snapshot, assistant analyst Theresa Fleitz, strategic analyst Irina Patrahau and senior strategic analyst Laura Birkman analyze the case study of the 2013 Syrian refugee crisis in Jordan to draw lessons learnt for future-proof adaptation measures to address the twin-challenge of increased migratory flows and rising water scarcity. Since 2013, approximately 1.3 million Syrian refugees migrated to Jordan leading to an significant increase of water stress by up to 75%. In its attempt to adjust national plans and strategies to the new population size and amplified water scarcity, the Jordanian government successfully advanced national development. However, while the high level of governance centralization allowed for fast measures at the national level, it hindered the forming of effective local and context-specific response mechanisms. Despite the large local impacts, local stakeholders were sidelined in the forming of the response. From a security perspective though, the local response is central to the mitigation of conflict risks such as inter-communal tensions arising from the increased scarcity of available water resources. These findings indicate the necessity to prioritize the tackling of challenges and capacity building at a local community scale. Especially in more fragile settings with lower socio-economic development and governance capacities, the attention to local implications and security factors is therefore crucial.***Read the full Snapshot at HCSS - The Hague Centre for Strategic Studies: https://lnkd.in/eNhYQfpd

Forget it.

What does the future of war look like? And what lessons can be learned about the future of war from the current conflict in Ukraine? For the New Books Network podcast, host Stephen Satkiewicz talks with T. (Tim) Sweijs and Jeffrey H. Michaels, editors of the recent volume “Beyond Ukraine: Debating the Future of War” (Hurst Publishers, 2024).“Beyond Ukraine: Debating the Future of War” offers the first comprehensive update and revision of ideas about the future of war since Russia’s 2022 invasion of Ukraine. It argues that the war has fundamentally shifted our perspective on the nature and character of future war, but also cautions against marginalising many other parallel trends, types of war, and ways of waging them.In the volume, world-renowned international experts from the War Studies field consider the impact of the war in Ukraine on the broader social phenomenon of war: they analyse visions of future war; examine the impact of technological innovation on its conduct; assess our ability to anticipate its future; and consider lessons learned for leaders, soldiers, strategists, scholars and concerned citizens.“Beyond Ukraine” features contributions from Azar Gat, Beatrice Heuser, Antulio Echevarria II, Audrey Kurth Cronin, T.X. Hammes, Kenneth Payne, Frank Hoffman, Dr David Betz, Jan Willem Honig, and many other pre-eminent thinkers on the past, present and future of war—including an afterword by the late Christopher co*ker.***Listen to the podcast on the website of HCSS - The Hague Centre for Strategic Studies, at New Books Network, or on Spotify. https://lnkd.in/e4Nm9wBh
