Kai'Sa Top has a 46.4% win rate with 0.3% pick rate in Emerald + and is currently ranked D tier. Based on our analysis of 5 252 matches in patch 14.13 the best build for Kai'Sa is Manamune, Berserker's Greaves, Nashor's Tooth, Stormsurge, and Rabadon's Deathcap.
After destroying the bottom lane tower, rotate to the mid lane and try to take that tower. This will open up the map and give your team a gold lead. Stay with your Support throughout the mid-game. If you move away from them, you will be an easy target for the enemy.
Speaking of Assassins as a whole, Kai'sa actually does well herself because she is a bit of an assassin. She has a strong 1v1, kiting and survivability. She is still squishy though so I don't recommend running down assassins unless you can burst them or they are on cooldowns.
